DeepSeek Secures $15 Billion Windfall Amidst U.S. Regulatory Headwinds

The Hangzhou-based AI firm closed a massive funding round just days after federal orders required government agencies to strip its software from their networks.

For millions of consumers and businesses relying on artificial intelligence tools, the operational landscape remains largely unchanged in the immediate term, though the financial backing of key providers is shifting. DeepSeek, the Hangzhou-based artificial intelligence laboratory, has reportedly secured approximately $15 billion in new investment. This sum, equivalent to roughly 100 billion yuan, represents one of the most significant funding events in the Chinese technology sector. The capital injection arrives at a pivotal moment, occurring just two days after the United States mandated that federal civilian agencies remove DeepSeek’s technology from their systems due to security concerns.

According to reports from Bloomberg, the new capital is being provided by a consortium of major domestic players. Among the potential investors identified are CATL, a leading manufacturer of battery technology, and Tencent, the corporation responsible for the WeChat messaging platform. This influx of funds serves as a substantial counterbalance to the recent regulatory pressure from the U.S., signaling that domestic financial support remains robust despite international friction.

This latest round follows a period of rapid financial growth for the company. In June, DeepSeek raised over $7 billion, valuing the firm at $50 billion. Subsequently, in July, the company was reported to be seeking an additional $1.5 billion at a valuation of approximately $71 billion. These moves were part of a broader strategy that included planning for a potential initial public offering in China as early as next year. The current funding round extends this trajectory, providing the resources necessary to sustain aggressive expansion.

The primary objective of the new funding is to accelerate spending on AI infrastructure and the development of open models. DeepSeek aims to serve both domestic and international markets, a strategy that may intensify competition among rival AI companies within China. By increasing its investment in foundational technology, the company seeks to solidify its position in the global AI race, even while navigating restrictions in the U.S. market.

DeepSeek’s financial success is part of a wider trend of global investors committing billions of dollars to AI enterprises. In May, Moonshot AI, the developer of the Kimi model, secured $2 billion at a $20 billion valuation. Earlier this month, Manus AI raised more than $500 million. Additionally, Zhipu AI and MiniMax, both of which went public in Hong Kong in January, currently hold market capitalizations of approximately $29 billion and $7.2 billion, respectively. These figures illustrate the sustained appetite for investment in the sector.

Founded in 2023 by Liang Wenfeng, the company has a strong financial pedigree. Liang previously co-founded High-Flyer, a Chinese quantitative hedge fund that helped finance DeepSeek’s early development. The startup gained significant global attention in early 2025 when it released its free-to-use, open-weight RI reasoning model. This release challenged the dominance of established U.S. AI companies and established DeepSeek as a major player in the international arena.

Corporate ownership data analyzed by WireScreen indicates that Liang retains an estimated 81.6% stake in the company’s Chinese operating entity following the earlier funding round. This level of control suggests that the founder maintains significant influence over the company’s strategic direction, even as it brings in large external investors like Tencent and CATL.

The timing of the funding round highlights the complex interplay between geopolitical tensions and corporate finance. While the U.S. government has taken steps to limit the use of DeepSeek’s technology in federal systems, the Chinese market continues to provide substantial financial support. This divergence may influence how the company allocates its resources in the coming months.

As DeepSeek prepares to deploy its new capital, stakeholders will be watching closely to see how the company balances its expansion in China with its international ambitions. The potential IPO remains a key future milestone, and the success of the current funding round will likely shape its readiness for that event.

DeepSeek did not immediately respond to a request for comment regarding the reported funding round. As the company moves forward, its ability to leverage this new capital will be a critical factor in determining its long-term standing in the competitive AI landscape.
